Industrial “three wastes”: waste water, waste gas and solid waste are important factors affecting environmental quality. In recent years, while strengthening supervision, our city has actively guided enterprises to increase investment in technological transformation and reduce emissions. Green production in the industrial sector has achieved remarkable results.
Strengthened monitoring
In the process of industrial production, whether the “three wastes" are discharged up to standard is a dynamic process. For this reason, the city has put the monitoring of “three wastes" emissions in the industrial field under the control of the grid-based accurate monitoring system for the prevention and control of air pollution.
This system, launched in October last year, has broken the point limit of traditional air quality assessment and adopted the method of high-density grid point measurement. On the basis of grid distribution, monitoring grids for sensitive areas, monitoring grids for key pollution sources, monitoring grids for road dust and monitoring grids for food and beverage concentration areas have been laid separately. Enterprises in the industrial field are also included in the distribution.
At present, the system has installed 324 sets of various micro-monitoring devices, forming a grid map covering the entire urban area and grasping the distribution of environmental pollution and the changing trend of air quality in real time 24 hours a day.
“In many industrial parks in our city, there are monitoring points for this system. Relevant state-controlled and provincial-controlled key enterprises are more strictly supervised." The relevant leader of the Municipal Environmental Protection Bureau said that the control center can find out which industrial enterprise has abnormal emissions and can immediately dispatch the local government and relevant departments to investigate and deal with them in a timely manner, effectively deterring illegal emissions and curbing the spread of related excessive emissions.
Intensified energy-saving renovation
Strong supervision is more about “control", and stimulating the endogenous power of enterprises is a long-term strategy for sustainable development through upgrading, continuous energy conservation and emission reduction, and improvement of development quality.
For this reason, the commission of economy and information technology, the development and reform commission and other departments in our city have guided enterprises to continuously increase investment in environmental protection, eliminate backward production processes through scientific and technological innovation, and reduce the adverse impact of industrial production on the ecological environment from the overall consideration of industrial development.
In recent years, CR Power Plant in Fuyang, the backbone enterprise in our city, has increased efforts in energy conservation and emission reduction while striving for economic benefits. In 2012 and 2013, CR Power Plant invested in transformation and became the first enterprise in the province to complete denitration transformation of operating power plants. During the same period, it took the lead in the province in completing the transformation of electrostatic precipitators, and the emission concentrations of sulfur dioxide, nitrogen oxides and smoke and dust were lower than the national standards. In 2014, a RMB 250 million renovation project was started again, and the emission concentrations of sulfur dioxide, nitrogen oxides and smoke and dust were far below the national standards.
“We saw white smoke from two big chimneys. It was not smoke but steam.” The relevant leader of CR Power Plant in Fuyang said that their emission was far below the national standard by increasing investment in technological transformation and introducing advanced technology.
After the completion of the Phase II work of 2× 660 MW project of CR Power Plant which is in progress, the coal consumption for power supply will be controlled below 256 g/kWh to turn the plant into a benchmark enterprise for the energy consumption of 600 MW thermal power units.
In Fuyang Guozhen Meijie (Anhui) Biomass Thermoelectric Co., Ltd., the reformed enterprise installed high temperature and high pressure biomass circulating fluidized bed boiler and ultra-clean emission device to realize clean production, and now the amount of smoke emitted into the atmosphere by the enterprise has decreased from 100 mg/m3 to less than 10 mg/m3.
“After the completion of the project, 200,000 tons of standard coal can be saved and 300,000 tons of carbon dioxide can be reduced each year”, said Li Zhu, executive vice general manager of Fuyang Guozhen Meijie (Anhui) Biomass Thermoelectric Co., Ltd.
Green upgrading
It's not spring to have one plant flower. Let all flowers blossom to have a real spring. In the process of vigorously implementing the “two-wheel drive" strategy of industrialization and urbanization, our city continuously reformed and upgraded traditional industries by the special project of industrial transformation and upgrading in accordance with the concept of green development, resulting in a good momentum of green development.
"We have spent more efforts on the construction of green manufacturing system and transformed traditional industries through the establishment of green factories and green parks to build an environment-friendly green industrial system.” According to the relevant leaders of the Municipal Commission of Economy and Information Technology, at present, four state-level green factories such as Anhui Sanbao Cotton Spinning and Knitting Investment Co., Ltd., and one state-level green park in Tianying Industrial Park, Jieshou High-tech Zone, Fuyang, Anhui have been built, ranking among the tops in the province in number.
Additionally, enterprises listed in the promotion catalogue (list) and other environmental protection titles such as energy conservation and emission reduction in the implementation of the “Five Hundred" action in the industrial sector will be awarded and subsidized. All kinds of efforts have also achieved tangible results: in the first half of 2018, the energy consumption per unit of industrial added value decreased by 9.1% year on year, ranking the third in the province.
