Anyang, an old industrial city, has a heavy industrial structure, high pressure for air pollution prevention and control, and mainly uses coal power as its energy source. However, Anyang is one of the regions with the most abundant photovoltaic in the province and the most abundant wind resources in plain areas.
In 2014, Anyang completed the construction of the first photovoltaic power station using the roofs of ecological agriculture greenhouses, which opened the curtain of large-scale development and utilization of photovoltaic in Henan Province. Since then Anyang has started large-scale adjustment of its energy structure. In 2015, Anyang formulated the 13th Five-Year Plan of Anyang City for Energy Development. Since then, a green energy revolution has quietly begun. As of the end of 2018, Anyang had installed capacity of wind power plants of 800,000 kilowatts, ranking first in the province in terms of both installed capacity and largest installed capacity of a single project.
"At present, the installed capacity of Anyang's new energy power plants accounts for 55.9% of the total installed capacity, achieving an overtaking of the installed capacity of traditional coal power." Zhao Chunbin, an investigator of the Anyang Development and Reform Commission, said that in this regards, Anyang goes in front of the province.
Advancing the pace to strive to be the vanguard of the Henan energy revolution
In the view of Lu Shusheng, deputy director of the Anyang Development and Reform Commission, energy structure adjustment is an important part of the prevention and control of air pollution, and is also the focus of current environmental governance and a difficult part to achieve. Promoting the use of new energy sources such as photovoltaics, wind power, biomass, and geothermal is undoubtedly a revolution for Anyang, which has overly relied on coal power.
To make this revolution, we must first understand the basic situation and scientifically formulate an energy development plan. Since 2014, Pan Zhiwei, director of the Energy Office of the Anyang Development and Reform Commission, has led the department staff to strengthen the study of energy-related environmental protection policies, and go to the grass-root regions for investigations. In that year, Pan Zhiwei and the said people had almost no weekends. They usually researched policies in the office on weekdays, organized new energy companies to hold seminars, discussed with experts, learned about industry developments, and expanded their work ideas. In the weekends, they went to the mountainous and rural areas to master first-hand data, timely reported relevant situations and problems to leaders in a timely manner, and put forward targeted policy recommendations based on local realities, and strived for attention and support from leaders.
"The wind power and solar resources in Anyang are quite good. We have had a good understanding of which place has good wind conditions, which place is suitable for wind power generation, and which place has good photovoltaic geothermal resources so as to provide strong support for leaders' scientific decision-making." Pan Zhiwei said that they have successively formulated a series of policy plans including the 13th Five-Year Plan of Anyang City for Energy Development, the Industrial Cluster District Energy Structure Adjustment Plan of Anyang City, the Work Plan of Anyang City for Clean Heating Double Substitution. Much of their work has become a model for the whole province. More than ten brother cities including Zhengzhou, Jiaozuo and Luohe have organized delegations to visit Anyang for study.
In order to fully maximize the resource advantages, they also acted as investment attraction personnel, exchanged the market for technology, and exchanged project for industry, which attracted wind turbine supporting companies such as Goldwind, CRRC Yonge Electric, Zhongfu Lianzhong, and Tianyuan Electric Heat to settle in Anyang, forming a relatively complete wind power industry chain.
"Anyang wants to be the vanguard of Henan's energy revolution." Jin Lei, deputy party secretary and mayor of Anyang City, said that breaking the "coal dependence" is both opportunity and challenge for Anyang to achieve sustainable development and transform into a new high-quality development city. He said that only by turning traditional energy sources into sustainable new energy can people have the green land and blue sky.
Leading wind development creates a precedent for large-scale wind power development in the plains
According to traditional thinking, the plain area in northern Henan is not suitable for the development of wind power. However, the successful grid connection power generation by CR Power's Neihuang 400MW wind power project has broken this inertia thinking and set a precedent for large-scale development of wind power in the inland plains.
On July 29, giant white wind turbines stood in the fields in the southwestern plain of Neihuang County. This is the site of CR Power's Neihuang 400MW wind power project." The wind farm has a total of 200 wind turbines, and under full load operation, the annual energy output can meet the annual electricity consumption of about 580,000 households." According to the introduction of Dang Xuliang, deputy director of Neihuang Wind Farm, the total installed capacity of the project is 400 MW, which is currently the largest single-scale wind power project in China's inland plains.
Neihuang County is located in the north of the Yellow River and is a typical alluvial plain landform. Through multiple simulation calculations, the average equivalent full-load generation hours in the plain area in northern Henan reached more than 2,000 hours. In June 2014, the People's Government of Neihuang County and CR Power signed a wind power project development agreement. In April 2016, CR Power's plain wind power project in Neihuang was included in the annual wind power development and construction plan of Henan Province and was successfully approved by the Anyang Development and Reform Commission; since then, Anyang has opened a new chapter in wind power development.
How big is this big project with an investment of nearly RMB3 billion? The person in charge of Anyang Development and Reform Commission used a set of data to answer the question: after surveying 400 square kilometers, constructing 200 wind turbines, coordinating 111 administrative villages, and managing 56 participating units ... with the joint efforts of all participants, the first batch of wind turbines were successfully connected to the grid in December 2017.
Not only Neihuang, currently 9 wind power projects have been completed, and 4 wind power projects are under construction, in Anyang. After all the projects are connected to the grid for power generation, the annual energy output will reach 2 billion KWH. " According to preliminary estimates, wind power alone can save 600,000 tons of standard coal each year and reduce 1.7 million tons of carbon dioxide emissions."
Leading wind turbine design concept takes the lead in de-industrial design of wind turbine tower

The row of wind turbines is like a cultural promenade which complements the greenness of the wetland park.
This is the first plain wind power project of Huaneng Henan Clean Energy Branch in our province, and is also the first plain wind power project in the province that uses a 120m high tower low-speed wind turbine. 69 wind power units with an installed capacity for single unit of 2200kW have a total installed capacity of 151.8MW, a total investment of RMB1.23 billion, and are expected to have annual energy output of 327.84 million kWh.
This is both wind turbine and culture; and both wind farm and a scenic spot. All of them adopt the de-industrial design of the tower. The towers are designed into bronze culture, zodiac signs, historical allusions, and Tangyin's local culture and other elements are organically integrated into wind turbines. The entire wind turbine farm is divided into four areas. The tower of the wind turbines in the north is hunting and sacrificial culture, Oracle culture and city symbols; the tower of the wind turbines in the west tells the mystery of the evolution of characters; 7-color wind turbines such as grass powder and swaying green; the tower of the wind turbines in the south is wind turbines featuring the zodiac ... All the 69 wind turbines have their own unique symbols.
"Next, we will harden the roads around the wind farm, plant green plants, and form a tourist area based on the wind turbine tower culture so that the tourists can closely watch our wind power tower culture and appreciate the Yin Shang culture and the breadth and depth of the 'Three Saints' culture." said Zhao Nan, person in charge of Tangyin Wind Farm.
