From December 22 to 23, China Resources Power (Haifeng) Co., Ltd. (referred to as Haifeng Project), China Energy Engineering Group Guangdong Electric Power Design Institute Co., Ltd. (referred to as Guangdong Electric Power Design Institute), and UK-China (Guangdong) CCUS Center jointly held a start activity for the commissioning of carbon capture test platform and CCUS development and financing workshop in Shenzhen-Shanwei Special Cooperation Zone. Ministry of Ecology and Environment, Guangdong Provincial Department of Ecology and Environment, Guangdong Provincial Energy Bureau, and over ten think tanks and financial institutions participated in relevant activities.
At the meeting, Ding Hui, Deputy Director of Department of Climate Change under Ministry of Ecology and Environment, congratulated on the successful start of the project commissioning, indicating that CCUS technology has been of great significance for China’s response to climate change and the promotion of low-carbon development. He hoped that this project, shouldering important responsibilities and missions, would make greater contributions to China’s response to climate change.
Hong Jianwu, Director of Climate Change Division under Guangdong Provincial Department of Ecology and Environment, said that the project, after being put into operation, would be crucial to Guangdong’s low-carbon and green development, response to climate change and guarantee of energy safety. He also hoped that the project would actively explore business models and financing modes in the operation process.
Ma Li, General Manager of South China Region, expressed his gratitude to the government, experts and related enterprises for their strong support and showed great expectations for the future of the project. Mr. Ma indicated that this project was not only an embodiment of innovative quality development and social responsibility practice of CR Power in South China Region, but also a platform of achievements made by wisdom and efforts from all parties. He also hoped that the project would constantly progress toward the goal of becoming the national CCUS industry center and building a world-class CCUS industrial cluster, thus making active contributions to China’s response to climate changes and the upgrading of energy industry.
At the workshop, representatives from all parties also learned about the progress, initial results, technical highlights, construction status and future planning of the project, and discussed comprehensively about the problems faced by China’s CCUS projects in terms of development and operation, business model and financing mode.
During the meeting, the guests invited conducted investigation on the commissioning situation of Haifeng Project carbon capture test platform and visited the control center of the test platform. It is understood that Haifeng CCUS platform project is the first CCUS multi-technology comprehensive carbon capture test platform targeting at ultra-supercritical coal-fired power generating unit in China. The test platform consists of a flue-gas pretreatment system, a carbon capture system with amine-absorption and membrane-separation methods, a compression purification system, and auxiliary systems like electrical and thermal control. It can capture 20,000 tons of carbon dioxide per year approximately, and the food-grade carbon dioxide produced after purification can be industrially linked within China Resources Group as an important raw material for the production of beer and other products. This project adopted the world advanced technology, and some of the equipment has been used for the first time in the world, and all engineering design and equipment procurement were completed domestically.
